Contests are a great way to keep the forum active, but the problem is that once the contests are over, people seem to vanish at some places, so the best bet will be to have some good way to keep the users on the site and give them some incentive to be there. And since the site is for indians, i think it will take some time to catch up as that seems to be a general trend in my experience. Word of the mouth is more valued than anything else. . . .
