Yes those two are very important. When it comes to link farm there are more options like in and out links ratios to consider.

I would say, don't put more than 10 outbound links to your site, it could hurt rankings and PR. Of course be careful to who you're linking

Yes definitely. High quality related links are what we need, not just links.

Building too much link for a day is not good for SEO. Link building must be natural. Do not use blackhat methods to build links. Forum signature is a great method for link building.

My advice is not to use any black-hat methods. Dont get links from link farms and low quality sites. Dont be too rush to build links, Google may suspect you.
