Joomla is best if you intend to have multiple users contributing a lot of different types of content -- for example, if you are going to have a store, and a calendar, and a membership directory, and several people are going to contribute articles to your site, then Joomla is the way to go.

Wordpress is much more specialized as a blogging engine rather than a general purpose CMS, if you want Social Networking and a full featured and free CMS, Joomla is the best choice.

If you are starting out a new site wordpress is good. Can get it up and running in no time. But when scaling it up I think Joomla would be appropriate.

If a website is for all these purposes-social networking, forum, photo album, directory, affiliates and many more, so I will choose Joomla but for blogs wordpress is better.
